Vintage Spotted Dogs/Cat Ceramic Luster Ware Ashtray Made in Japan.
One of a kind (probably), I've never seen anything like it in person or on line.
Might be a dog, might be a cat but it's got a bowtie and seems happy sitting next to red flowers that might be tulips.
Definitely Made in Japan based on the stamp.
